Our executive leadership team oversee the strategic direction and performance of our business functions and provide expert advice on health infrastructure to the Victorian Government, our ministers and public health service providers.
The team brings together decades of leadership experience from a range of industries and sectors including public and private infrastructure, architecture, system design, environmental sustainability, property management, engineering and project management.
Executive leadership team

Jodie leads the Project Management Office & Governance team (Reporting, Project Controls, Quality & Assurance) and Program Operations team (Capital Finance, Procurement & Health & Safety).
She has more than 20 years’ experience across both the public and private sectors. Her previous roles include establishing the Department of Transport’s portfolio’s investment strategy, Project Management Office and reporting.
She has also provided advisory services, acted as a Gateway reviewer on social infrastructure projects, worked in the Department of Treasury and Finance's Commercial Division and for the Spotless Group.

Kylie leads a talented team of commercial, legal, procurement and contract management professionals in VHBA’s Commercial and Legal area.
Kylie has with extensive experience in both the private and public sectors, in contract negotiation, contract management and construction law, along with a passion for construction, engineering and law.
Kylie holds a Masters of Construction Law, a Bachelor of Laws (LLB) and a Bachelor of Engineering (Civil) Law.

Dijana is a Senior Executive Director with over two decades experience.
She leads the high value high risk (HVHR) portfolio that includes projects such as the new Footscray Hospital, Ballarat Base Hospital redevelopment, Frankston Hospital redevelopment and Barwon Women's and Children's.
She brings extensive experience managing multi-billion-dollar portfolios from her time in the justice sector before joining Health four years ago.
Prior to her public service career in Australia, she developed extensive infrastructure experience in senior roles with the United Nations and major United States development organisations. Her 12-year overseas career took her to war zones in Iraq, Chad, Sierra Leone, and Sudan.

Trent Burke
Senior Executive Director, Health Capital ProgramTrent leads our multi-billion-dollar health capital program across health, mental health and ageing portfolios.
Trent has over 20 years of project and program management experience both here and in the United Kingdom. He is responsible for ensuring projects are managed and delivered to the highest standards of project governance.
This includes implementing and monitoring all project management functions such as scheduling, risk and issues management, financial control, reporting and overseeing critical stakeholder relationships with our health services and project partners.

Laura leads the Office of the Chief Executive Officer (OCEO), playing a vital role in strengthening governance systems, ensuring alignment across portfolios, and leading ministerial engagement.
She brings extensive experience across the public sector and tertiary education, where she has led economic development strategies, service delivery, and government reform across a diverse portfolio. Laura has played a key role in delivering significant policy initiatives – including Jobs Victoria, the Sick Pay Guarantee Pilot and Victoria's Social Enterprise Strategy.
With her expertise in navigating complex government priorities and parliamentary processes, Laura supports our Executive Leadership Team to uphold high standards of accountability, deliver on key commitments, and foster a strong, connected culture across VHBA and VIDA.

Rachael leads the Communications and Engagement team at VHBA bringing a wealth of experience working across the government and private sector, including previously working at Metro Trains Melbourne, Major Roads Projects Victoria and across TV, print and radio roles.
